Government Russian Federation is preparing a new bill that will deprive pensioners of the right to dispose of their own apartments.

The authorities also plan to raise the retirement age and possibly terminate the existence of the pension fund altogether. Changes are coming for pensioners in the country, which the government will gradually introduce into legislation.

The majority of pensioners believe that the bill depriving them of the prerogative to dispose of housing is a direct violation of their rights as citizens of the Russian Federation and should not come into force. After all, having your own apartment and being deprived of the right to somehow dispose of it is an extremely specific decision on the part of the Russian government and came as a complete surprise to all pensioners.

New law The project, which will deprive pensioners of the right to dispose of their apartments, will apply to people over 70 years of age. This ban completely excludes pensioners from making any transactions regarding their apartments, as well as privately owned houses. That is, if the bill is adopted, a pensioner born before 1948 will no longer be able to sell, exchange or rent out their home. It will also be prohibited to re-register a will for a new person and write a deed of gift for your home. This is done in order to eliminate fraud in transactions involving elderly people and those who are left without relatives. Many try to earn money in this way and monitor pensioners in order to later take possession of their apartment or private house.

Many deputies are in favor of adopting a bill that would deprive pensioners over 70 years of age of the right to manage their own property and believe that most people of this age can no longer correctly assess the situation and, as a result, fall into the hands of scammers. As practice shows, unscrupulous tenants or simply those who inspect an elderly person often deceive, and after the pensioner writes a will, they simply take him out of own apartment or at home. An elderly person simply remains on the street without a roof over his head, which is why the authorities decided to take measures to prevent such situations.

All control over the implementation of the points specified in the bill on depriving pensioners of the right to dispose of their own property will be carried out by special services that will begin their work immediately after the official adoption of the law, Ros-Register reports. Employees of this service will have to check how reliable the potential buyer or renter is and also the mental and mental state of the pensioner at the time of signing the contract. Without the appropriate conclusion of a special service, an agreement between the buyer and the pensioner cannot be concluded.

Before this, an examination will be required to confirm or refute a satisfactory mental state in order to conduct such transactions and carry out various actions with one’s own home. The government is confident that such methods will help, over time, completely eliminate fraudulent transactions that older people may fall into.
