An orphan in the Moscow region can count on several types of benefits. They apply to orphans under 18 years of age, but if the orphan undergoes training, the benefits are extended until the age of 23.

Rights to preferences are established by the Federal Law of the Russian Federation “On additional guarantees for social support for orphans and children left without parental care” and the Law of the Moscow Region “On the provision of full state support and additional guarantees for social support for orphans and children left without parental care” parents."

First of all, cash payments (pensions) are established for orphans; they come in two types ( Federal law“On state pension provision in the Russian Federation”):

Housing

The state takes responsibility for providing housing for its young citizens left without parental care. There are two ways to implement such a guarantee in 2017:

1. If the parents had their own house or apartment, then it remains with the minor heir. An orphan can live in the guardian’s living space or his own with the person who cares for him. At the same time, the legal representative does not have the right to do anything with square meters without the permission of the guardianship and trusteeship authorities.

2. In case of absence of inheritance young man are provided with housing upon reaching the age of 18. This responsibility rests with the regional government and local administrations. The apartment is provided on the basis of a written application from the legal representative of the orphan. The following documents are attached to the application:

A copy of the child's birth certificate;

A copy of the passport of an orphan or a child left without parental care, or a person from among them;

Documents confirming the right to provide housing.

The application and documents are submitted when the orphan reaches 14 years of age. Housing is provided on a first-come, first-served basis. If the apartment needs repairs, the work is carried out at the expense of the local budget.

Benefits for medical care


Benefits are provided for the most socially vulnerable categories of citizens in the Moscow region. These include low-income and large families, as well as pensioners.


What benefits are available to pensioners in the Moscow region? The liver of social support measures for pensioners includes tax, medical and social benefits, discounts on housing and communal services. Separate benefits are provided for working pensioners and elderly people (over 80 years old).

Tax benefits for pensioners

In general, pensioners in the Moscow region do not have tax benefits for paying transport tax. With the exception of WWII veterans and disabled people of groups 1 and 2.

Land tax benefits for pensioners are determined at the municipal level. The fact is that this tax relates to local jurisdiction and there is no general benefit for the entire Moscow region.

Thus, in the Pavlovo-Posad district, a land tax benefit is provided for single pensioners; in Korolev, owners of 12 acres and smaller plots are exempt from paying half the tax; in Ivanteevka, a complete tax exemption is provided for the poor.

Personal income tax benefits for pensioners

Persons of retirement age are exempt from personal income tax on some payments. Benefits for working pensioners

Working pensioners have the right to count on additional benefits. Thus, they are entitled to additional annual leave, but without maintaining their salary. For WWII participants and disabled people it can reach 60 days and 14 days for pensioners. The employer does not have the right to refuse them if a corresponding application is received.

Although working pensioners, according to the new rules, do not receive pension compensation, its size increases annually taking into account the employer's contributions made for him during the year.

Pensioners are exempt from the legally required two weeks of work upon leaving work. To do this, you must indicate “retirement” in the reason for dismissal column. If the reason for dismissal is indicated as “own desire,” the employer has the right to oblige the pensioner to work for 2 weeks.

Otherwise, labor legislation does not provide for any special privileges for pensioners. They are not entitled to a reduced working day, exemption from a probationary period and business trips, and they have no advantages over other candidates at an interview other than work experience.

Benefits for medical care

Pensioners are entitled to free services in state and municipal health care institutions.

Old-age pensioners can receive a discount on the cost of medicines. But for this, the following conditions must be simultaneously met: the citizen receives a minimum pension, undergoes outpatient treatment and the medicine is purchased with a prescription. Then you can get a discount of up to 50%, and for some diseases - up to 100%.

Persons over the age of 60 are entitled to medical examination once every three years, WWII veterans - once a year. Disabled veterans have the right to spend the summer with a free voucher to a sanatorium.

Other persons of retirement age are entitled to compensation for travel to places of recreation and sanatoriums once every 2 years. Only working pensioners are deprived of this preference.

To obtain compensation, you must contact the Pension Fund of the Russian Federation, presenting travel tickets and vouchers.

Every year, pensioners can get a free flu vaccination at a local clinic.

Working pensioners can count on free production and repair of dentures (except for those made from metal-ceramics and precious metals).

Social service

Pensioners who find themselves in a difficult financial situation can count on financial support from the USZN. They can receive help not only with money, but also with food, clothing, hygiene items, and other essential items.

As for the social supplement to pensions, it is only due to residents of Moscow, and in the Moscow region it is not provided.

A number of areas of social support are provided to residents of the Moscow region using a social card. Its holders have access to free travel on the metro, discounts when paying for urban and suburban transport, various discounts and additional bonuses in stores that are partners of the program.

Benefits for pensioners over 80 years of age

Pensioners who are over 80 years of age are entitled to additional benefits. Thus, the size of their insurance portion of their pension doubles. No additional documents are required for this; recalculation will be done automatically.

They have the right to receive free medical, psychological, and social assistance, including accommodation in boarding homes. Pensioners can also count on free legal advice

If they have problems with housing, they can be provided with a social apartment from the state.

Elderly people are entitled to constant assistance in the form of a certain set of food products, the distribution of which is the responsibility of Social Security. protection.

For citizens over 80 years of age, a guardian may be appointed from among their immediate relatives or strangers. The guardian himself will be paid money for his services. In this case, guardianship will be included in the insurance period for calculating the pension.

Benefits for labor veterans in 2019 were not canceled and did not undergo significant changes. At the federal level, the same benefits enshrined in the Federal Law “On Veterans” continue to apply, but in the regions their list has even expanded somewhat. Separately, it is worth noting that the title of “labor veteran”, and with it the benefits, is not received by all pensioners, but by certain categories of persons listed in the legislation and who have submitted a corresponding application to social security.

Benefits for labor veterans at the federal level

This is the unchanging list of benefits that all labor veterans in the Russian Federation have the right to enjoy, regardless of their place of residence:

1. Benefits for paying utilities and rent

Preferences for payment for housing and communal services can only be obtained if there is no debt on utility bills for:

  • electricity;
  • gas supply;
  • water supply;
  • drainage;
  • garbage removal;
  • operation of radio and collective television antennas.

Benefits for paying for electricity and other utility bills are provided in the form of a 50% discount on bill payments. However, in fact, the veteran pays the entire amount, and then compensation in the amount of half of the transfer is transferred to his deposit or bank account. As an option, compensation for housing and communal services can be sent by postal order.

They are also entitled to a 50% discount on payment for the total area of ​​housing. Family members of the veteran can also use it.

2. Free travel

Travel benefits for labor veterans are established everywhere in all constituent entities of the Russian Federation and consist of the right to free travel in urban ground transport.

In order for a veteran to travel for free, all he has to do is present his ID. In some major cities(Moscow, St. Petersburg) issued social card, which also allows you to travel around the city using public transport for free.

Please note that public transport does not include private minibuses and taxis. The benefit also does not apply to air travel (however, individual carriers may establish preferential conditions for flights or regional budgets may partially subsidize the purchase of air tickets by veterans).

3. Benefits for medical care and prosthetics

This category of citizens has the right to be served free of charge in the healthcare system. This is exactly what we're talking about medical services, and not about providing free medicines, this is important, as many people confuse " free medicine"with "free medicines."

Also government agencies must manufacture and repair dentures (not implants!) free of charge. Again, we are talking about a free service, not materials. Therefore, if you want teeth made of gold or ceramics, you will have to pay for the material out of your own pocket.

To be treated by a dentist on a preferential basis, your desire and personal appearance are not enough:

  • Firstly, appointments are carried out only at your place of residence; you simply will not be accepted at a clinic in another city;

4. Benefits for working veterans

Since they are enshrined at the federal level, every employer, no matter who you work for, must comply with them. Otherwise, contact the labor inspectorate.

So, labor veterans who continue to work have the right:

  1. Choose any time for your vacation, regardless of the schedule and workload of other employees;
  2. Take 30 days of vacation for your light without agreeing on dates - at the moment when it is convenient.

At the regional level, the 30-day vacation can be increased by several days - but this benefit does not apply everywhere, but for example, in Moscow, St. Petersburg, etc.

5. Tax benefits

  1. The following income of labor veterans is exempt from personal income tax:
    • Pensions;
    • Additional social benefits;
    • Financial assistance from the employer (no more than 4,000 rubles per year);
    • Compensation for spa treatment.
  2. Property registered in the name of a veteran is not taxed:
    • Plot;
    • Apartment;
    • Garage;
    • Utility and warehouse premises.

What benefits are available to a labor veteran in the regions?

In fact, the “social package” in the form of benefits, which helps reduce veterans’ expenses, is much broader. It’s just that the rest of it is approved at the regional level every budget period and depends on whether a particular budget has the ability to pay for pensioners.

In the Moscow region

Benefits for labor veterans in Moscow and the region include those listed above, as well as additionally ( further on, only regional benefits will be listed by region, however, it should be remembered that federal ones operate simultaneously with them):

  • Free travel in city and suburban railway transport;
  • Travel with a 50% discount on water transport;
  • If you have a Muscovite social card, you can get free rides on electrified ground public transport in the Moscow region and by car;
  • If there are grounds, provision of a sanatorium voucher with free travel to the place of rest and back;
  • Benefit for paying for major repairs in the form of compensation for half of the funds spent (money can be transferred to an account or issued in cash);
  • Sale of medicines at discounts;
  • Monthly city cash payment (EGDV);
  • Benefit for paying for a telephone in the form of a monthly refund after payment.
  • An additional 5 days are added to the unpaid leave for working veterans, that is, in total they can rest at their own expense for 35 days;
  • Possibility to transfer the balance of the personal income tax deduction related to property issues to the previous tax period.

In Moscow, labor veterans pay transport tax on a general basis. There are no benefits for them.

In St. Petersburg

Labor veterans can take advantage of:

  • EGDV, which begins to be paid the next month after the month of circulation;
  • Free travel on commuter trains;
  • The right to purchase a discounted travel ticket for 1 month for all types of ground transport;
  • The right to buy a metro pass for 1 month at the price of one single cash allowance;
  • Additional 5 days of free vacation, which complement the 30-day vacation fixed at the federal level (similar to Moscow);
  • A benefit for paying transport tax, according to which this category is completely exempt from paying it.

In the Rostov region

Rostov labor veterans, just like in Moscow and St. Petersburg, can:

  • Ride free commuter trains;
  • Receive a 50% discount on travel by water;

But what’s also interesting is that labor veterans in the Rostov region can:

  • travel free of charge on intraregional road transport (that is, on intercity buses within the subject of the federation);
  • receive compensation for the money spent on solid fuel for heating your home (you will need to confirm the presence of stove heating with an appropriate document indicating the composition of the family).

Otherwise, the list for Rostovites is supplemented by federal benefits, so that, like labor veterans in other regions, they will be able to receive a 50% discount on payment for shared living space and utilities, as well as a telephone, radio, television antenna, and will even be able to return their contributions, aimed at major repairs.

Tax benefits for labor veterans in the Rostov region are somewhat expanded in comparison with the federal ones: here labor veterans do not pay transport tax.

In the Nizhny Novgorod region

The Nizhny Novgorod regional authorities are pursuing an active policy of social protection of labor veterans. Thus, at the regional level the following benefits have been introduced for pensioners and labor veterans:

  • Compensation for the purchase of solid fuel for stove heating – 591 rubles. Paid quarterly. Requires confirmation with a special document, as in the Rostov region.
  • EEGDV - 508 rubles;
  • Providing vouchers with a frequency of no more than 1 time in 2 years.
  • Discounts on public transport. A single ticket for 200 rubles gives you the opportunity to travel on buses, trams, trolleybuses, cable cars, and the metro at discounts throughout the year;

Previously, compensation for major repairs was paid in this region, but since 2017 its payment has been stopped due to the need to preserve the regional budget.

In Krasnodar region

Here, labor veterans are entitled to the following privileges:

  • Pension bonus in the amount of 487 rubles;
  • Preferential services in medical budgetary institutions;
  • Purchasing a ticket for commuter buses and trains at a 50% discount;
  • Purchasing tickets for city transport at discounts;
  • Compensation in the amount of 50% of the cost of purchased solid fuel for stove heating;
  • Exemption from payment of transport tax.

In the Sverdlovsk region

Only those persons who permanently reside on its territory can take advantage of benefits in the Sverdlovsk region. These benefits include:

  • Monthly allowance – 600 rubles;
  • Allowance for paying telephone bills;
  • Free travel in city and suburban transport, except metro and taxi;
  • 50% discounts on the use of Russian Railways and water transport services, as well as certain discounts when purchasing air tickets;
  • Veterans of labor must be served out of turn (applies to queues for tickets, medicines, etc.)
  • Free treatment and assistance in medical institutions financed from the state and municipal budgets (“private providers” do not provide services with benefits);
  • Tax deduction of 10,000 rubles when calculating land tax.

Preferential travel on transport

This measure of social support for the population is provided to labor veterans in the city of Moscow on passenger public transport. Except:

  • taxi cars;
  • minibuses.

The procedure for applying for such a benefit involves collecting the necessary documentation for the Department of Labor and Social Protection of the Population of the City of Moscow, and then submitting an application by personal application, through the MFC or the State Services portal.   • work book (for working veterans);
  • application for payment of travel to the place of treatment;
  • travel documents;
  • pension certificate.

As a result of the application, it is possible either to reimburse the costs of travel of the labor veteran to the place of treatment or to receive a reasoned refusal to provide benefits.

Compensation for housing and communal services

Veterans of labor who wish to receive compensation for payment of housing and communal services must contact the administration of the social protection authority with the following documents:

  • application for subsidies for payment;
  • passport;
  • proof of income;
  • receipts for utilities and major repairs;
  • residence permit in this premises;
  • the first payment for residential premises must be documented;
  • bank details applicant.

Based on the results of the application, the citizen will receive a notification about the provision of a subsidy for utility bills or a refusal. A reasoned refusal can be appealed both in court and pre-trial. A citizen can calculate the amount of the benefit independently using receipts for the apartment.

Please note: the benefit for heating, electricity, and major repairs is 50% of the amount accrued in the receipt.

The procedure for obtaining compensation for electricity consists of several stages:

  1. Apply for a refund of half the cost of payment for electricity to Mosenergosbyt PJSC through personal account website or directly to the company branch.
  2. Prepare all necessary documents.
  3. Receive the result of the application (refusal or satisfaction of the application).

A labor veteran can submit an application on his own, or through a social worker or other person. The electricity supply company will calculate the amount of the electricity benefit on a monthly basis.

Discounts on communication services

Health Benefits

Medical benefits include providing pensioners with vouchers to sanatorium and resort treatment for labor veterans. For registration you will need the following list of documents:

  1. Applicant's passport.
  2. Medical certificate confirming the appointment of sanatorium-resort treatment.
  3. Application for a voucher.
  4. Documents confirming received titles, orders, medals.

The period for consideration of the application is 10 days, after which the citizen is informed about the registration of the application. As a result of the application, the labor veteran is sent an order to allocate a place in the sanatorium. The voucher itself must be provided 18 days before the date of arrival at the health care facility. Travel documents to the destination are issued along with the voucher.

In addition to treatment in a sanatorium, a labor veteran can qualify to receive free medications or purchase them at a reduced cost. Such medications are provided based on the conclusion of the attending physician, as well as their availability at the pharmacy.

Financial support

The measure of material support is provided for those labor veterans who meet several conditions:

  • Reached retirement age.
  • The amount of the accrued labor pension is below the subsistence level.

Regional additional sum of money is paid and issued only if these conditions are met and is called monetization of benefits. An allowance can also be calculated for a labor veteran’s refusal to receive the set of social services required by law. But to do this, you need to fill out an application for refusal to the social security authority.

A separate measure of financial support for labor veterans is tax benefits. In this case, pensioners are exempt from paying the cost of land tax.

For centenarians, a Moscow decree established an additional one-time payment for centenarians aged 101 years and older in the amount of 15 thousand rubles.

Preferential prosthetics

A measure of free assistance to labor veterans of Moscow in the manufacture and repair of dentures. The state pays precisely in such situations. The exception is compensation for the cost of prostheses made of precious materials, as well as metal-ceramics.

In order to obtain compensation, a citizen entitled to benefits should prepare documents for prosthetics. A labor veteran must provide the social security authority with:

  • passport;
  • confirmation from a doctor about the need for a prosthesis;
  • veteran's and pension certificates;
  • compulsory medical insurance policy;
  • certificate of family composition and income;
  • copies of the listed documents.

You will need to fill out an application for preferential prosthetics directly at the social security department. After which the citizen can only wait for a positive or negative decision. A reasoned refusal can be appealed in court.

Benefits for combat veterans in 2019

Next year, as well as this year, benefits for combat veterans will be provided at both the federal and regional levels.

At the federal level, their provision is regulated by the following regulations:

  1. Federal Law of January 12, 1995 N 5-FZ (as amended on October 30, 2017) “On Veterans.”
  2. Tax Code of the Russian Federation.
  3. Law of the Russian Federation of February 12, 1993 N 4468-I “On pension provision for persons who served in military service...”.

No changes were made regarding the procedure and nature of their provision in 2019, which means that the “preferential” set will remain unchanged. Only EDV, which veterans can receive instead of a social package, will traditionally be subject to indexation by a total of 4%.

Despite the fact that the decisions of the Constitutional Court of the Russian Federation are not legal acts, today one of them - Resolution of the Constitutional Court of the Russian Federation of April 13, 2016 N 11-P - still regulates the procedure for providing tax benefits. Tax legislation has not yet been brought into line with this decision of the Constitutional Court, but its provisions, recognized as unconstitutional, cannot be applied. It is expected that in 2018 the corresponding changes will nevertheless be made to the Tax Code.

In regions, additional preferences may be introduced at the level of local legislation. We will look in more detail about what regional benefits are currently in effect and whether they will be in effect next year in a separate section below.

Pension benefits

They appear in:

  1. Increased (compared to a regular pension) amount. For each veteran it is calculated individually and will depend on:
    • Work experience;
    • Territories of combat operations;
    • Presence of injuries, disability.

    On average in Russia in 2017 it is 22,000 - 30,000 rubles.

  2. Supplement to the basic part of a veteran's pension in the amount of 32%. In some regions there are special increasing coefficients, so the pension becomes even larger.
  3. Receiving one-time cash assistance (LCA). Its size, if the NSU is retained, is 1,731.76 rubles in 2017, and if the NSO is abandoned, it is 2,780.74 rubles.

Housing benefits

Combat veterans may qualify for upgrades living conditions by obtaining a housing certificate.

Previously, until 2005, housing was allocated from the municipality's housing stock. Now this benefit is fixed at the federal level, so the provision of this type of assistance is sponsored from the state budget, and WBDs receive cash certificates instead of housing in kind.

To take advantage of the benefit, you must meet two criteria:

  1. Go through the procedure for obtaining a UBD certificate in order to be able to document your status.
  2. Meet the “need” parameter, that is:
    • Do not own real estate;
    • Own real estate that does not meet residential standards;
    • Living in premises under a social lease agreement that does not comply with residential standards.

A step-by-step algorithm will help you figure out how to take advantage of the housing benefit.

STEP 1. Contact the housing department of the local administration to register with an application. You can see how to compose it here or ask the administration staff.

We attach the following documents to the application:

  • Original and copy of the passport of the VBD and all family members (for children - birth certificate);
  • Original and copy of VBD certificate;
  • USNR certificate (extract from Rosreestr);
  • Extract from home book;
  • Documents for housing (if you own real estate, but it does not meet the standards);
  • Conclusion of an interdepartmental commission/court decision by which housing is declared unfit for habitation (if in a dilapidated/dilapidated building)
  • Social tenancy agreement (if the applicant is a tenant);
  • Certificate of marriage or divorce;
  • Copy of personal account;
  • Original and copy of SNILS of the applicant and family members.

After checking with copies, the original documents are returned.

STEP 2. We expect a response from the administration within 30 days from the date of submission of the application. If you receive a refusal to register, you can appeal it in court within 3 years from the date of receipt of the notification.

STEP 3. Monitor the progress of the queue. Since the queue is all-Russian, the application is assigned two numbers: one for the all-Russian queue, the second for the regional one. Using them you will be able to monitor the speed of the queue - this data should be publicly available on the administration website.

STEP 4. After the receipt of funds from the state budget to the regional budget and the applicant’s turn, the administration notifies him about this. Within six months from this moment, the combat veteran must use the certificate - find suitable housing and conclude a purchase and sale agreement.

The certificate is not issued in person, but is provided to the home seller when completing the transaction. The certificate cannot be cashed in any way.

STEP 5. After concluding the transaction, it is necessary to register the ownership of the purchased property in Rosreestr. You can make a personal visit to the service, use the online registration service on the official website, or entrust this matter to a representative.

  • WITH– the size of the average market value of 1 sq. m of total housing area (set for each region);
  • N– social norm for housing area (for UBD it is 18 sq. m).

The social norm for the total area of ​​living space is set at 33 square meters. meters - for single citizens, 42 sq. meters - for a family of 2 people and 18 sq. meters for each family member if the family size is 3 people or more. Officers with the rank of colonel and above, as well as those with an academic degree, are entitled to 15 additional meters.

VBD is given the right to choose in the purchase of housing: he can buy an apartment both in a new building and a secondary one, and even moreover, purchase a property at the construction stage.

The certificate is issued for a certain amount. If it is not enough to pay for the housing you like, the combat veteran can pay the difference from his own funds. In turn, if the cost of the apartment is less, the balance will be returned to the budget after payment.

Example No. 1. Savchenko L.L. is a WBD and lives in St. Petersburg with his wife. He contacted the housing department to register. When submitting the application, he checked with the employees in what amount of the certificate he was entitled to. Average market value square meter housing in St. Petersburg is 62,228 rubles, which means that the size of the certificate will be:

62,228*42 = 2,613,573 (r)

Benefits for housing and communal services

At the federal level, utility benefits for combat veterans are provided in the form of:

  • Compensation in the amount of 50% for rent (for both owners and tenants under a rental agreement);
  • Compensation in the amount of 50% for payment of the contribution for major repairs (but not more than 50% of the contribution).

Compensation is a return of funds already paid for utilities, and this is its main difference from a subsidy, which is paid before bills need to be paid.

An amount of 50% of the monthly rent goes to the account specified by the veteran.

Please note, that benefits for paying bills for electricity, water, gas for UBD have not been introduced by federal legislation! However, they can be additionally introduced by regional authorities, so their effect does not apply to all regions of the Russian Federation.

Tax benefits

There are a number of tax incentives for UBI. Let's look at each of them in detail.

Personal income tax

According to clause 1, clause 2 of Art. 218 of the Tax Code, when calculating the income tax of a combat veteran, a tax deduction in the amount of 500 rubles is applied for each tax period.

You can use this benefit in 2 ways:

  1. Directly at work, then the tax will be withheld monthly in a smaller amount;
  2. At the tax office at the end of the year, then you will be refunded the overpaid money for the entire year.

This tax deduction applies to all types of income:

  • Salary;
  • Income from the sale of property (apartment, car);
  • Income from rental property;
  • Income from a contract, etc.

Example No. 2. Zubchenko I.G. is not a combat veteran. Despite the fact that he meets the criteria for this category, he did not properly obtain a VBD certificate. His salary is 40,000 rubles. The income tax rate is 13%. Every month he pays tax in the amount of 40,000 X 13% = 5,200 rubles.

If he receives this certificate, then after contacting the tax office with the necessary documents and submitting a corresponding application to the employer, the accounting department will apply a tax deduction in the amount of 500 rubles when calculating the tax:

(40,000 – 500)*13% = 5135 (r).

The savings per month will be 65 rubles, and per year – 780 rubles.

Combat veterans who received group 1, 2, or 3 disabilities while performing combat missions enjoy increased tax deduction in the amount of 3000 rub.

Please note that social benefits paid to this category of persons are not subject to personal income tax. This position was taken by the Constitutional Court of the Russian Federation in its Resolution No. 11-P of April 13, 2016.

Transport tax

At the federal level, there are no transport tax benefits for combat veterans. However, a regional law can introduce them - the benefits are valid within the region of residence of the veteran (the place of registration of the vehicle does not matter).

The table will help you understand in which regions and in what amounts transport tax benefits are provided for UBI.

Property tax

Tax code completely exempts from paying property tax combat veterans, namely:

  1. Who served more than 20 years and were dismissed:
    • Upon reaching the age limit;
    • For health reasons;
    • In connection with organizational and staffing events.
  2. Internationalist soldiers discharged from military service or called up for military training who performed their duty in countries where hostilities were taking place.

The benefit can be used in relation to:

  • Apartments, rooms in them or communal apartments;
  • At home;
  • Commercial premises used in professional creative activities;
  • Buildings (no more than 50 sq. m.) located on plots for personal subsidiary farming, summer cottage farming, gardening, etc.
  • Garage.

Only one property is exempt from tax. If a veteran has several of them, he has the right to choose for which of them to use the tax benefit.

Land tax

UBDs are not fully exempt from paying land tax. They can take advantage of a tax deduction of RUR 10,000. It is by this amount that the cadastral value of the plot is reduced before the tax amount begins to be calculated.

Example No. 3. Kupriyanova V.I. owns a plot of land in Moscow, the cadastral value of which is 47,000 rubles. The land tax rate is 0.3%. The amount of tax she will have to pay:

(47,000 – 10,000)*0.3% = 111 (r)

You can use the benefit only when paying tax for 1 plot within one region. But at the same time, if there are several plots and they are located in different regions, you can use the benefit for one plot in each region.

Example No. 4. Kupriyanova V.I. owns one land plot in Moscow, the second in St. Petersburg. The cost of one of them is 120,500 rubles, the second – 136,000 rubles. Let's calculate the tax taking into account the deduction:

(120,500 + 136,000 – 10,000)*0.3%= 739.5 (r)

At cadastral value land less than 10,000 rub. land tax There is no charge for UBD.

Relief on payment of state duty

When applying for protection of their rights, enshrined in the Federal Law “On Veterans”, to a magistrate or to a civil court, a combat veteran is exempt from paying state duty.

Exceptions are claims with a declared price of more than 1 million rubles. Then the state duty is paid, but in a reduced amount. The amount is calculated using the following formula: 13,200 rubles plus 0.5 percent of the amount exceeding 1,000,000 rubles, minus the amount of state duty payable if the claim price is 1,000,000 rubles.

Other federal benefits

In addition to the benefits listed above, combat veterans have the right to:

  • Installing a telephone in an apartment without waiting in line;
  • Free prosthetics (the money is returned later in the form of compensation);
  • Purchasing tickets for any transport without queuing;
  • Preferential use of all types of services of communication institutions, cultural, educational and sports and recreational institutions;
  • Professional training at the expense of the employer.
UBD category Benefits
Persons (including members of flight crews of civil aviation aircraft who flew to Afghanistan during the period of hostilities there) who served military units of the Armed Forces of the USSR and the Armed Forces of the Russian Federation, who were located on the territories of other states during the period of hostilities there, received in connection with with this, wounds, concussions or injuries, or those awarded orders or medals of the USSR or the Russian Federation for participation in supporting the specified hostilities
  • Receipt medical care in medical organizations to which they were attached during work before retirement;
  • Extraordinary provision of medical care within the framework of the program of state guarantees of free medical care to citizens in medical organizations (including hospitals for war veterans) subordinate to federal executive authorities;
  • Using annual leave at a time convenient to them and providing up to 35 free holidays calendar days per year;
  • Advantage when joining housing, housing construction, garage cooperatives, horticultural, gardening and country non-profit associations of citizens;
  • Professional training at the expense of the employer;
  • Providing housing in the event of eviction from the office premises they occupy.
  • Persons who were sent to work in Afghanistan in the period from December 1979 to December 1989, who worked the period established upon deployment or were sent ahead of schedule for good reasons.
  • Persons who were sent to work to ensure the implementation of special tasks on the territory of the Syrian Arab Republic from September 30, 2015, who worked the period established during the assignment or were sent ahead of schedule for valid reasons
  • Preferential provision of vouchers to sanatorium and resort organizations;
  • Taking annual leave at a time convenient to them;
  • Advantage in admission to horticultural, vegetable gardening and dacha non-profit associations of citizens;
  • Installation of an apartment telephone without a queue.

In addition, every veteran can use a set of social services (NSS), which includes:

  • Free provision of medical drugs and products (prescription);
  • The right to free travel to the place of treatment and back on suburban and intercity passenger transport;
  • Security spa treatment if necessary.

You can refuse to provide NSO until October 30 of each year. Then it will be replaced with EDV in an amount increased accordingly by the cost of the NSO, which the recipient refused.

What is the difference between a combat veteran and a veteran?

The concepts of “participant” and “veteran” are not defined by law.

However, Article 3 of the Federal Law “On Veterans” lists those persons who are combat veterans:

  1. Serving in automobile battalions and airmen on the territory of Afghanistan during the period when hostilities were taking place there;
  2. Sent to work in Afghanistan between December 1979 and December 1989;
  3. Serving in the Syrian Arab Republic since September 30, 2015;
  4. Those involved in demining the territory of the USSR and adjacent states in the period from 1945 to 1951;
  5. Engaged in combat minesweeping operations from 1945 to 1957;
  6. Those who performed official duties during hostilities on the territory of the Russian Federation, the USSR, as well as other states
    • Algeria;
    • Egypt;
    • Angola;
    • Yemen People's Republic;
    • Vietnam;
    • Syria;
    • Ethiopia;
    • Afghanistan;
    • Cambodia;
    • Mozambique;
    • Laos;
    • Bangladesh;
    • Lebanon;
    • Tajikistan;
    • Chechnya;
    • North Caucasus region;
    • South Ossetia and Abkhazia.

Thus, participants in combat operations in Afghanistan and combat operations in Chechnya are labor veterans.

If a veteran wishes to take advantage of benefits, then his status must be confirmed with the appropriate certificate. If there is none, you will have to go through the procedure to obtain it.

Benefits to combatants are only due if they have received a veteran's certificate in accordance with the procedure approved by Order of the Russian Ministry of Defense dated August 11, 2012 No. 2288. Then they will enjoy the benefits of a combat veteran. Federal legislation does not provide for a separate category of benefits for “participants.”

Are family members of veterans entitled to benefits?

Some benefits also apply to family members of veterans. For example:

  1. Children of veterans can visit children's health camps once a year for half price.
  2. The child is given two free meals a day.

In addition, the family of a deceased veteran has the right to use all his benefits if they were supported by him. Children are automatically considered dependents, but the widow will have to collect a package of documents to prove this fact.

The following are entitled to such benefits:

  • widow - until remarriage;
  • children up to adulthood (or up to 23 years old, if studying at a university full-time);
  • parents of the deceased.

In addition, they are given the right of preferential admission to homes for the disabled, boarding homes, various nursing homes, and social service centers.

Regional benefits for combat veterans

The benefits for UBI do not end with the list above. In fact, they enjoy a much larger “package” of benefits, the standard (federal) volume of which is supplemented by regional preferences. The latter are introduced at the discretion of local authorities, depending on the fullness of the budget.

In Moscow

  1. Free travel by any public transport in Moscow (except taxis and minibuses).
  2. Free production and repair of dentures.
  3. Monthly compensation for telephone services in the amount of 345 rubles (indexed annually).
  4. 1 ground vehicle is not subject to transport tax vehicle(except snowmobiles and motor sleighs) up to 200 hp
  5. Providing health resort vouchers and free travel to and from the place of treatment.

In the Moscow region

Benefits for combat veterans in the Moscow region are slightly different from the capital's benefits:

  1. Free travel on buses, trams, trolleybuses with a social card for a resident of the Moscow region.
  2. 50% discount on suburban inland water transport (upon presentation of ID).
  3. Tax deduction of 50% when paying transport tax on 1 vehicle (passenger car up to 150 hp or motorcycle up to 50 hp).
  4. 50% discount on rent and utilities.

In the Rostov region

  1. Exemption from payment of transport tax for 1 passenger car up to 150 hp.
  2. Free travel in suburban transport with certificates of entitlement to benefits.
  3. Use of unified social travel tickets costing 265.0 rubles. for discounted travel in city and intra-district transport.
  4. Receiving a budget subsidy to pay for part interest rate on housing loans (9%) within the framework of the subprogram “Providing measures state support in improving living conditions for certain categories of citizens"

In Krasnodar region

  1. Exemption from payment of transport tax for 1 vehicle with the highest power (passenger car up to 150 hp or motorcycle up to 35 hp or boat up to 20 hp).
  2. Payment of compensation for utility bills in the amount of 50% of their cost.
  3. Payment of compensation for the cost of paying for solid fuel in the amount of 50%.
  4. Purchasing discount passes for public transport at a reduced cost.
